Abstract
The regulation on house sale prices has been enforced on and off for over 30 years, and there have been many studies on the effects of the regulation. Most researchers viewed the regulation as a price ceiling on new houses, and concluded that the regulation negatively affected the number of houses supplied. If there is a bottleneck on land supply, however, the number of houses is in effect given exogenously, and the regulation will affect quality rather than quantity of houses supplied. With limited land supply, builders will maximize profit by raising the sale price of houses by improving house quality. Our empirical analyses confirm that houses built during the period of unregulated house sale prices(1998∼2007) are indeed higher quality than those built in the earlier period. Improved quality of houses in itself can be a rationale for deregulating house sale prices.
