본 연구는 사유자연휴양림의 현실 경영에서의 문제점을 진단하고, 사유자연휴양림의 경영활성화를 위한 정부차원의 지원제도 및 정책방향과 사유자연휴양림의 중‧장기적인 단계적 발전전략을 제안하고자 수행되었다. 현재 사유자연휴양림이 안고 있는 문제점으로는 높은 초기투자 비용, 정부융자지원금의 높은 이자율, 미흡한 경영전환, 시설보조 지원예산의 감소가 있다. 이러한 문제들로 인해 사유자연휴양림들의 운영이 점차 어려워지고 있다. 그러므로 중앙정부 차원에서는 지원예산의 과거수준 환원과 융자상환 기한연기와 이자율 개선, 동일 브랜드 시설 보완비지원이 있어야 할 것이다. 또한 자연휴양림협회 차원에서도 산림휴양의 공익성 입증을 위한 노력과 중앙정부의 예산지원에 대한 성과와 효과성을 제시하며, 임업정책자금의 활용 전략과 다양한 형태의 중장기 지원전략을 개발할 필요가 있다. 위와 같은 발전전략으로 사유휴양림의 경영여건을 개선하고 효율적이고 지속적인 지원을 확보할 수 있을 것이다.
Abstract
This study was diagnosed the actual management problem of private recreation forest and suggested government support system, a line of policy, gradational long-term evolution strategy. At the present, the private recreation forest has many problems that are high cost of the primary investment, high interest rate of government support loan, insufficient management conversion, reduction of facilities support budget. These problems cause a difficulty that the operation of private recreational forest. So, government must restore the past level for supporting budget and delay a loan repayment period. And they must improve an interest rate, support the identical brand facilities complement cost. Also, recreation forest association should try to prove forest recreation's public interest, show a result of government's budget support and need to develop application strategy of forestry policy fund and long-term support strategy of various conformation. Finally private recreation forest will improve management conditions and secure efficient and continuous support through these development strategy.
