제16차 세계피해자학회 심포지엄에서의 논의와 그 시사점

제16차 세계피해자학 심포지엄이 2018년 6월 10일부터 14일까지 홍콩에서 개최되었다. 이번 심포지엄에서는 ‘피해자와 피해자화: 세계 피해자학을 향한 흐름’이라는 대주제와 21가지 소주제가 선정되었고, 전 세계에서 약 300명이 사전 등록하여 참가하였고 200여편이 넘는 발표문이 발표되었다. 5번의 본회의 세션과 6번의 동시세션을 통해 다양하고 많은 각국의 피해자보호지원 내용이 발표되었다. 필자들은 한국 경찰청을 대표하여 위 심포지엄에 참가하였고, 아래와 같이 3가지 시사점을 제시하였다. 첫째 ‘범죄피해자 보호’ 관련 경찰관에 대한 교육・훈련 강화, 둘째 정책부서의 국제교류 활성화, 셋째 경찰과 NGO와 협업체계 강화 필요성이다.
Abstract
The 16th International Symposium of the World Society of Victimology 2018 was held in Hong Kong from June 10 to 14, 2018. In this symposium, The main-theme was “Victims and Victimization: Moving Towards an International Victimology”. And 21 sub-themes followed. About 300 persons participated from all over the world and more than 200 papers are presented. Various victim support researches of each country were introduced through 5 times plenary sessions and 6 times concurrent sessions. The Authors who attended the symposium on behalf of Korean National Police Agency offer 3 implications. First, The importance of training police officers related into the protection of crime victims. Second, The necessity of activating international exchange of victimology. Third, The necessity of constructing cooperative system between NGO and Police.
