Abstract

The current literature has identified various predictors of speeding and other traffic-law infractions. However, these studies usually focus on the theory of planned behavior, rather than on criminology theories, and the research population has been limited to Seoul or other large cities. In an effort to supplement these limitations, and to view the problem from a criminal justice perspective, the current study utilizes a nationwide dataset to examine commercial and non-commercial drivers' intention to speed. The results show that speeding intention among non-commercial drivers is predicted by previous speeding experience, situational factors, psychological benefit, psychological cost, perceived certainty of punishment, and perceived procedural fairness of the criminal justice system. On the other hand, speeding intention among commercial drivers is predicted by previous speeding experience, psychological benefit, and perceived certainty of punishment. Given the relative impact of the variables, the study concludes that non-commercial drivers’ speeding intention is influenced by situational or normative factors, while commercial drivers’ speeding intention is impacted by utility-based factors.
