Abstract
Formed in Hailin in July 1929, the Han-jok Chong Yenhaphoe was the Korean independence movement organization that explicitly advocated anarchist ideology. It actively pursued various autonomous activities in the Northern Manchurian region with the aim of realizing ethnic self-governance. This study reexamines the background, self-governing activities and anti-commusist stance of the Han-jok Chong Yenhaphoe by drawing primarily on Japanese Ministry of Foreign Affairs archival materials, thereby addressing the limitaions of previous research that relied heavily on retrospective accounts. The Federation was established through the alliance of the military faction of the Sinminbu and Korean anarchist groups, emerging as an alternative to the pro-Chinese “legal autonomy” promoted by Korean Association for Naturalization, which was seen as a threat to Korean ethnic identity. As as countermeasure, the Federation sought to build a “self-reliant and autonomous social organization,” implementing practical self-administration through local Agricultural Associations and security ordinances. Following the assassination of Kim Jwa-jin, conflicts with communist factions escalated, prompting the Federation to strengthen its anti-communist response by organizing security forces, forming militia units, and disseminating propaganda. It depicted the communist movements as a proxy for Soviet and asserted its legitimacy as the authentic representative of the Korean nationalist cause. However, internal conflicts, organizational fragmentation, and intensified clashes with communist groups eventually weakend the Federation’s foundation, leading to its dissolution and restructing. The significance of the Han-jok Chong Yenhaphoe lies in its attempt not merely to realize ideological ideals, but to formulate an autonomous strategy for the Korean independence movement grounded in the realities of Northern Manchuria.
