새만금 개발에 대한 김제시민의 관광개발 영향요인과 개발지지도에 관한 연구

초록

본 연구의 목적은 국가정책사업으로 시행되는 관주도의 새만금 개발 중에서 개발예정지가 농업용지와 관련된 김제시를 대상으로 지역주민인식에 따른 관광개발 영향과 이에 따른 애향심과 주민 이익이 개발지지도에 미치는 영향 관계를 분석하였다. 관광개발 영향을 미치는 요인은 부정적 사회문화 영향, 부정적 환경 영향, 긍정적 사회문화 영향, 긍정적 환경 영향, 긍정적 경제 영향 그리고 부정적 경제 영향 등 6개이다. 개발영향 요인이 주민이익에 미치는 영향관계는 긍정적 경제 영향이 클수록 높으며, 애향심은 부정적 사회문화 영향이 작을수록 높고, 부정적 환경, 긍정적 사회문화, 긍정적 환경, 긍정적 경제 영향이 클수록 높다. 개발지지도에 미치는 영향관계에서는 주민 이익과 애향심이 클수록 높았다. 따라서 주민 이익이 높을수록 개발지지도가 높다는 사실로부터 주민 이익에 영향을 미치는 긍정적 경제영향에 대한 개발주체의 배려가 필요하다. 또한 애향심이 높을수록 개발지지도가 높다는 사실로부터 부정적 사회문화 요인들에 대한 세심한 대안이 요구된다. 지역주민은 관주도의 국제관광단지 개발에 따라 지역경제 활성화와 개인 소득향상 등으로 경제적 혜택이 높아질 것이라는 긍정적 기대가 앞서지만, 이를 현실화시키기 위해서는 많은 노력이 필요하다.

Abstract

The purpose of this study is to investigate how residents´ benefits and support at Gimje in Saemangeum development are related to tourism development impacts perceived by residents based on a social exchange theory. An impact scale comprising 54 impact items with six factors was developed. The result of regression analysis indicated that positive economic impacts had an effect on residents?benefits and negative social-cultural impacts, negative environmental impacts, positive social-cultural impacts, positive environmental impacts and positive economic impacts had an effect on love of residents´ province. Therefore, because the higher residents?benefits and love of residents´ province are, the greater development supports are, developers reflect to positive economic impacts and negative social-cultural impacts. The host residents´ positive expectations of the authority development for International Tourist District related to the regional economic benefits and improvement of income would rise to positive expectations, but a lot of effort is required.
