Abstract
This interview examines Seosan City in Chungcheongnam-do as a case study to analyze how basic local governments respond to the local extinction crisis. Seosan was traditionally a rural and fishing-based area, but the development of the Daesan Petrochemical Complex and west coast industrialization transformed it into an urban-rural integrated city. Recently, however, Seosan has faced complex challenges, including industrial restructuring, slower population growth, youth outflow to neighboring areas, and the decline of old downtown commercial districts. These issues require a policy approach that goes beyond simple population growth measures. Based on the interview, this study analyzes Seosan’s responses in terms of industrial base maintenance, youth settlement, housing stability, tourism development, educational and medical infrastructure, and old downtown regeneration. The findings show that the Daesan Industrial Complex has helped Seosan maintain a relatively stable population structure. However, many industrial workers and young people have not fully settled in the city, highlighting the need for public rental housing, housing support for young people and newly married couples, and expanded cultural and leisure infrastructure. Seosan is also seeking to transform itself from an industry-centered city into a tourism- and culture-based city through Seosan Airport, Haemi International Shrine, Ganworam Hermitage, and Seosan Ranch. In addition, local high schools, Hanseo University’s aviation specialization, and Seosan Medical Center contribute to improving residential conditions. The decline of old downtown districts also reveals spatial imbalance within the city. Therefore, responses to the local extinction crisis should be designed as place-based policies that integrate industry, housing, youth settlement, tourism, education, healthcare, and urban space.
