Abstract

Cheongyang County is a rural area facing multiple and interconnected challenges, including population decline, rapid population aging, youth outmigration, a shortage of agricultural labor, and the contraction of local commercial activity. Under these conditions, both the stabilization of residents’ livelihoods and the maintenance of the local economy have emerged as urgent policy concerns. In response to the local extinction crisis, Cheongyang County has implemented a rural basic income policy as a central local policy initiative. Rather than functioning merely as a cash-based welfare program, the policy is designed as a local circular economy mechanism through which distributed income is spent within the county and subsequently linked to small businesses and traditional markets. Basic income is provided in card form and can be used at designated local affiliated stores. In addition, restrictions are placed on the amount that can be spent at large retailers in order to prevent policy funds from being concentrated in external capital or large-scale businesses and to encourage consumption by residents of township areas within the county-level economic sphere. This operational structure is intended to reduce residents’ living expenses while sustaining the sales base of traditional markets and small local businesses. The rural basic income policy is also linked to community-based welfare and daily living support services. Meal delivery and food ingredient support programs for senior community centers provide nutritional assistance to elderly residents while creating opportunities for shared meals and social interaction. An on-demand daily living support service further reduces everyday inconveniences for older residents with limited mobility. In addition, an energy-based income model utilizing solar power generation suggests the possibility of securing local financial resources to sustain resident-support policies over the long term. Since the implementation of the policy, increases in local consumption, the expansion of newly affiliated stores, and the potential revitalization of community activities have been observed. Nevertheless, insufficient national financial support has increased the fiscal burden on the county, while the long-term settlement of young people remains a major challenge. Therefore, the rural basic income policy should be further developed in connection with youth employment, traditional agriculture, local tourism, and improvements in living infrastructure in order to establish a sustainable local living foundation.
