다양한 국가들과의 FTA 체결에 따른 농산물시장의 개방폭은 확대되고 국제유가와 곡물가격에 등락에 따라 우리나라의 물가는 직접적으로 영향을 받는 등 우리나라 농업을 둘러싼 대외적인 환경은 급속히 변화하고 있다. 이와 함께 대내적으로도 우리나라 농업은 고령화와 영세화, 도시에 비해 상대적으로 열악한 농촌지역 삶의 질과 의료, 복지, 교육 등 사회안정망의 취약 문제에 직면하고 있다. 본 연구는 통계청의 2015년 농업총조사자료를 기초로 우리나라 각 도별 농업경쟁력을 비교하였다. 도별 농업경쟁력 비교를 위해서 생산요소, 생산성, 농업 및 농촌관련 지방재정투입, 지역집중 등의 농업역량과 관련된 내용들을 지수로 선정하여 계측하였다. 이러한 네 가지 지수를 종합적으로 고려하여 종합적으로 계산된 각 도별 농업경쟁력 지수는 경북이 가장 높고 전남, 충남 순으로 나타났으며 제주지역이 가장 낮은 것으로 분석되었다.
Abstract
The issue is of importance in agricultural sector where competitiveness conditions differ across regions and might increase under the action of the recent policy, economics and social changes, induced primarily by the Free Trade Agreements, the hight domestic cost, and the new public priorities. The agricultural com- petitiveness of each provinces of Korea was compared by using the regional agri-competitiveness index approach that is made up inputs, productivity, finance input, and location quotient. Results indicates that Gyeongbuk has the highest competitive advantage in agriculture and Jeju has the lowest agricultural com- petitiveness.
