Abstract

In this study, the necessity of introduction of the cadastral development fund for relief of civil rights and interests was derived, and the procedure for fund introduction was sought. The introduction of cadastral development fund and its application were suggested based on this. The study results are as follows. The definition of the procedure for the introduction of the cadastral development fund is defined in the order of responsible organization, revision of relevant laws, and follow up of fund management. As a detailed plan for the introduction, the organization was newly established in the Ministry of Land, Infrastructure, and Transport, and the legal basis was proposed through amendment of Act on the Establishment, Management, etc. of Spatial Data and National Finance Act. Furthermore the financing scheme for the fund management is to incorporate registration fee according to land alteration, technical fee of cadastral surveying fee, and a part of land transaction tax into the cadastral development fund. For the utilization of the fund, compensation for land border disputes, support for cadastral resurvey project, and support for cadastral system and industrial development are suggested.
