한국 어촌사회의 사회적자본 축적과정에 관한 연구 - 부안군 격포리를 중심으로 -

사회적자본은 지역사회에서 더욱 주목받고 있는데 이는 사회적자본이 추구하고 있는 신뢰와 호혜성의 규범, 수평적인 네트워크가 지역이나 공동체 단위의 협동과 협력 그리고 연대와 인과성이 있기 때문이다. 사회적자본에서 가장 중요한 요소는 공동체 내에서 형성되는 신뢰다. 신뢰는 추상적인 도덕적 관념이 아니라 사회적 규범으로서 성격을 갖는다. 사회적 자본으로서 신뢰의 의미를 연구한 다스굽타는 신뢰를 촉진하는 네 가지 요소로 상호애정, 친사회적 태도, 외적강제, 상호강제를 제시한 바 있다. 본 연구는 부안군 격포리라는 어촌사회에서 이 네 가지 신뢰의 요소가 어떤 방식으로 형성되고 작동하는지 분석한 것이다. 어촌사회를 대상으로 한 것은 어촌이 자연과 밀접하고 특히 재난에 대해 민감한 감수성을 가지고 있는 곳이며, 지리적으로 제한된 공간 안에서 활동하는 지역성과 마을어장의 총유(總有)를 통한 구성원들 간에 활발한 사회적 상호작용이 일어나기 때문이다. 어촌사회는 거친 바다와 싸우며 생겨난 강한 신뢰를 바탕으로 공동체 내부에 깊은 애정이 형성되며, ‘우리’라는 친사회적 태도를 갖게 된다. 그러나 어촌공동체가 정한 일정한 규범을 벗어날 때 주어지는 외적강제는 매우 강력하며, 재난과 위기에 부딪쳤을 때 신뢰와 의무에 바탕한 상호강제의 기제가 강하게 작동한다. 어촌공동체가 신뢰를 구축하고 이를 사회적자본으로 발전시키는 과정은 향후 시장경제하의 우리 사회가 사회적자본을 이해하는 중요한 요소가 될 것이다.
Abstract
Social capital is gaining increasing attention in local communities, primarily due to the norm of trust and reciprocity pursued by social capital, as well as the horizontal networks that foster cooperation, collaboration, solidarity, and causality at the local or communal level. Trust, cultivated within the community, stands as the most crucial element of social capital. Trust, in this context, is not an abstract moral concept but rather a social norm with distinct characteristics. Drawing from Dasgupta's research on trust as a component of social capital, four key factors that promote trust have been identified: mutual affection, pro-social attitudes, external enforcement, and mutual enforcement. his study analyzes how these four elements of trust are formed and operate in the fishing village society of Gyeokpo-ri, Buan-gun. fishing areas are chosen as the focus due to their close connection to nature, heightened sensitivity to disasters, and active social interactions among members confined within a limited geographical space, facilitated by shared localities and communal bonds. fishing communities, formed through the struggles against the unforgiving sea, develop deep affections within the community, fostering a pro-social attitude characterized by a sense of 'us.' However, external enforcement measures are quite robust when community norms are transgressed, especially during times of disaster and crisis. In such situations, mechanisms of mutual enforcement, grounded in trust and obligation, come into play. The process through which fishing communities build trust and develop it into social capital will likely prove to be a significant factor in our society's understanding of social capital in the context of a future market economy.
