Abstract
This study analyzes the military expenditure structure of the Hullyŏndogam (Military Training Agency, 訓鍊都監), the elite central army of the late Chosŏn Dynasty, through a close examination of its financial records. The goal is to illuminate the underlying priorities of the Chosŏn government’s military administration. The analysis reveals that the Hullyŏndogam’s total military spending was approximately 450,000 nyang (兩). The largest share of this, 92.2%, was allocated to personnel costs. This included salaries for soldiers and officials, as well as allowances for clothing and other goods. In contrast, the budget for weapon manufacturing and maintenance was a mere 4%. Other expenditures were even smaller, with military facilities accounting for 1%, clothing 0.9%, and healthcare 0.3%. Spending on military supplies was primarily for general provisions rather than arms production, and no records of maintenance for firearms or bows were found. A significant portion of the Hullyŏndogam’s operational budget was dedicated to royal processions and palace events. This expenditure structure suggests that the Hullyŏndogam’s operations were not focused on creating new military capabilities or strengthening existing ones. Instead, the institution primarily functioned as a system for mobilizing labor to serve as the king’s personal guard, with a heavy emphasis on salary provision to maintain its status.
