초록
This paper deals with the currents of Spanish tourist policies during the 20th century. The modern tourism in Spain was begun with the founding of the National Commission for the Promotion of Tourism in 1905. From this time to the era of the Second Republic the governments had promoted the tourism as a way of overcoming the national crisis. They considered it very useful for the economy and culture of Spain. However, Franco Regime at its early stage didn’t make an effort for its promotion because they thought the tourism had a negative effect on the strengthening of their national ideology. But they changed this attitude at the beginning of 1960’s. It was Manuel Fraga that made great contributions to the development of Spanish tourism. After he was appointed minister of Information and Tourism, he developed some policies for revitalization of tourism such as Camino de Santiago, Parador Project and National Tourist Competition for Beautiful Town, etc. We can find two characteristics in the history of tourist policies of Spain in this period. One is the State has intervened deeply in the tourist industry and the other is the tourist policies have had a centralistic character.
