Abstract
The Risk Management Framework (RMF), developed and implemented in the United States, is a full life-cycle risk management model consisting of six stages: categorization, selection, implementation, assessment, authorization, and monitoring. In response to U.S. requirements, South Korea has mandated the application of RMF to all newly developed weapon systems starting in 2026, leading to active research on a localized version known as the Korean RMF (K-RMF). However, most existing studies focus primarily on the stages led by the military and government agencies, while the third stage—implementation of security controls, in which private defense contractors play a central role—has received relatively little attention. This study analyzes the institutional differences between South Korea and the United States from a business perspective to explain this imbalance and identifies structural limitations within South Korea’s weapon acquisition system that hinder voluntary investment and technological capability development by defense firms. Furthermore, this study proposes an improvement in the proposal evaluation method as a way to address these issues without fundamentally altering the existing acquisition system. The proposed approach is expected to enhance the overall K-RMF maturity of defense contractors and promote the formation of an industrial ecosystem, thereby potentially mitigating the structural limitations of South Korea’s current defense acquisition system.
