한말 을미사변의 주역으로 기억되는 아다치 겐조[安達謙藏]는 한국사에서 그 명성에 비해 알려진 바가 많지 않다. 그는 근대 일본의 대표적 우익계 정당 구마모토국권당의 당수 사사 도모후사의 수제자로, 일찍부터 조선에 건너와 일본어신문을 발행하고, 자신이 사장으로 있던 한성신보사의 낭인들을 동원하여 왕후를 살해하는 데 앞장섰다. 이러한 그의 활동은 일본의 한반도 진출에 전기를 마련한 것으로 평가받았고, 짧은 체류 기간에도 불구하고 조선에서 큰 정치적 자산을 마련하였다. 조선을 떠난 후에는 정계에 진출하여 35년간 14회 연속 제국의회 중의원 의원에 당선되었고, ‘조선낭인 출신 최초의 대신’이라는 특이한 이력도 갖게 되었다. 그는 자주 조선과의 강한 연고를 말하였지만, 조선에서의 인적 네트워크는 흑룡회 등 과거의 동지들이거나 친일파 무리 등으로 빈약했다. 의회에서 ‘조선 관계 대의사’의 면모는 강제 병합 이전의 초기 활동에서 찾아볼 수 있지만, 식민지 경영상의 현실적 문제보다 국수주의적 해법만을 고집하였다. 그럼에도 불구하고 당대의 사료와 선행 연구에서는 그를 ‘조선 관계 대의사’의 주요 인물로 거론하는데, 이는 높은 명성에 기대어 그를 원조 격의 인물로 호출한 결과이다. ‘조선 관계 대의사’의 넓은 범주 안에는 단순한 ‘조선 관련’ 의원도 있고, 적극적으로 조선과 본국을 매개하였던 ‘조선통’ 의원도 있었다. 아디치의 조선 관련 의정 활동을 보자면, 그는 선행연구의 인식과는 달리 ‘조선 관련’ 의원에 해당하지만, 향후 연구의 진전을 위해 이들에 관한 정보를 구축해가는 일도 중요하다.
Abstract
Adachi Kenzo(安達謙藏) is the perpetrator of the Eulmi Incident in the late Joseon Dynasty, but he is not well known in Korean history. He came to Joseon early on from the Kumamoto Kokkento(熊本國權黨), a representative right-wing political party in modern Japan, and published Japanese newspapers. He then took the lead in killing the queen by mobilizing the Ronins of Hanseong Sinbosa, where he was the president. His activities were evaluated as setting a decisive path for Japan to advance into the Korean Peninsula, and later became a valuable asset for growing into a politician. After leaving Joseon, he entered politics and became a prominent politician, being elected to the House of Representatives of the Imperial Diet for 14 consecutive times for 35 years. He is also the first Ronin who worked in Joseon to become a minister. He often spoke of strong ties to Joseon, but the human network in Joseon was poor, such as comrades in the past or groups of pro-Japanese group. He was only active in the Diet on the Joseon issue before 1910, and he insisted on the theory of colonial rule in a narrow and radical way. Nevertheless, historical sources and previous studies of the time mention him as a major figure in the ‘Representative of Joseon Relations’. This is the result of calling him as an original person leaning on his high reputation. Within the broad category of ‘Representative of Joseon Relations’, there were simple ‘Representative with ties to Joseon’ and ‘Joseonaffairsexper(朝鮮通)’ who actively mediated Joseon and their home countries. Adachi can be said to correspond to the former, contrary to the perception of previous studies.
