창조경제정책의 성과와 평가 -영국 창조산업정책을 중심으로-

Abstract

In current circumstances where creative economy discourses are erupting, this article intends to examine evolution and various evaluations in British policy for creative industries, which is evaluated as an international success model for creative economy. Since Labor Party government in Britain embarked on planning and implementing creative industries policy with Department of Culture, Media and Sport(DCMS) as its center in 1997, it has served as an international model for Asia, South Africa, Europe, Australia and New Zealand and to South America. Modified creative economy (industry) policies which reflect each country’s or region’s characteristics are building a competitive situation. In view of historical experience, certain economic discourses and emergence of specific policies functions as a useful medium to examine changes of economic models in capitalism. In addition, competition is expected to be accelerated in the global economic system around creative economy. Furthermore, creative economy is not restricted simply to economic policies or discourses. Human’s creative cultural outcomes have political and cultural meanings beyond economic ones. Creative economy policy,therefore, does not remain as mere economic policies but does have very complex characteristics to penetrate economy, politics and culture. In such a dimension, creative economy policy requires more organic and cooperative policy system than any other policy field and creative and integrating design is necessary upon it so it is of much value to consider evolution of creative economy policies.
