Abstract
본 연구는 지방정부의 역량(government capacity)이 지역경제발전을 위한 지방정부간 협력에 미치는 영향을 분석한다. 지방정부간 협력을 설명하기 위한 분석의 틀로서 기관간집합행동(Institutional Collective Action)이라는 접근법이 유용한 틀을 제공하지만, 본 연구는 지방정부의 역량에 대한 고려가 미흡했음을 지적한다. 기관간집합행동의 접근법은 맥락적 요소를 강조하며 거래비용의 고려가 정부간 협력에 지대한 영향을 미친다고 보았다. 본 연구는 거래비용을 줄이기 위해 정부의 역량도 결정적인 역할을 하며, 또한 정부간 협력을 더욱 증진시킬 수 있음을 이론적으로 검토한다. 미국 지방정부의 지역개발과 관련하여 실시된 2004년 International City/County Management Association(ICMA)의 자료를 이용하여 실증적 분석을 실시한 결과 정부역량이 지역개발을 위한 지방정부간의 협력에 긍정적 역할을 하는 것으로 분석되었다. 지역개발을 위한 정부간 협력이 날로 증대되는 한국적 상황에서 정부역량의 중요성에 대한 정책적 함의를 제공한다.
