Abstract

The purpose of this paper is to define European Smart City Model and analyse its characteristics. To this end, we will review the EU's smart city strategy and examine the smart city model in Copenhagen and Barcelona. Unlike the East Asian and North American models, the European model focuses on sustainability and the quality of life of citizens. In addition, specific policy efforts and political cultures have an advantageous environment compared to other models. The key areas of smart cities can be classified into technology, people, and institutions. However, it should be emphasised that the core of smart cities is the increase in social ties and belonging among people who make up cities, and that ICT technology is a means for them. In this respect, smart cities in Europe are characterised by the mobilisation of cutting-edge technologies and capabilities aimed at sustainable cities, and at the same time, citizen participation is the top priority. In other words, the European smart city model is human and citizen - centred, and this is due to the social values that emphasise decentralised, citizen - participative political institutions and community interests.
