본 연구는 이주배경아동의 돌봄 환경과 정책적 개선 방안을 탐색하기 위해Bronfenbrenner의 생태체계 이론을 적용하여 다층적 분석을 수행하였다. 경상북도 이주배경가정 부모 20명을 대상으로 심층면담을 실시한 결과, ‘미시체계’에서는 부모의 언어· 문화적 한계와 조부모 돌봄 지원의 제약, ‘중간체계’에서는 부모와 학교·지역사회 간 소통부족으로 인한 돌봄 공백이 확인되었다. ‘외체계’에서는 노동환경과 돌봄 정책 간 불일치, ‘거시체계’에서는 사회적 편견과 정책 사각지대, ‘시간체계’에서는 가족지지체계 변화로 인한 돌봄 부담 증가가 주요 문제로 나타났다. 따라서 부모와 자녀를 함께 지원하는 양세대한국어 교육을 도입하고, 돌봄 정보 접근성을 강화하며, 노동환경과 돌봄 수요의 불일치를해소할 수 있도록 유연한 돌봄 서비스를 확대하는 것이 필요하다. 또한, 이주배경가정의안정적인 정착을 위해 가족단위 정착과 관련한 비자 연장 요건을 완화하고, 아동돌봄체계를 보완해야 한다.
Abstract
This study applied Bronfenbrenner's ecological systems theory to conduct a multilayered analysis of the caregiving environment for migrant-background children and explore policy improvements. In-depth interviews were conducted with 20 migrant-background parents in Gyeongsangbuk-do, revealing key challenges across different system levels. At the microsystem level, parental language and cultural barriers, as well as limitations in grandparental caregiving support, were identified. The mesosystem highlighted gaps in communication between parents, schools, and local communities, leading to childcare discontinuities. At the exosystem level, mismatches between labor conditions and childcare policies exacerbated caregiving challenges. The macrosystem demonstrated the persistence of social prejudice and policy blind spots, while the chronosystem showed that changes in family support structures increased the burden of childcare over time. Therefore, it is essential to implement two-generation Korean language education programs, enhance access to childcare information, and expand flexible childcare services to bridge the gap between labor conditions and caregiving needs. Additionally, to facilitate the stable settlement of migrant-background families, visa extension requirements for family-based settlement should be relaxed, and the childcare system should be reinforced.
