According to Andrews and Lupart(1999), inclusive education means that all children have a duty of being educated in public school and teachers have a responsibility and positive authority in educating them. The best way to combine formal education with special education is to emphasize professional collegiality, to allow proper and advanced education, and to make a inclusive circumstance for advanced technique and gifted students.
