CPTED의 사회적 공간성 조명: 생태시스템 이론을 통한 사회적 자본의 중요성 검증

최근 들어 CPTED에 대한 사회적 기대가 높아지고 학문적 발전도 급격히 이루어지고 있다. 하지만 CPTED의 도구적 기능에 지나친 중점을 두고 있는 현재의 실태에 대한 부정적 입장도 적지 않아 보인다. 이에 본 연구는 생태시스템 이론(ecological systems theory)을 바탕으로 CPTED의 긍정적 및 부정적 결과를 검증해 보고, 앞으로 CPTED 전략·정책이 나아가야 할 방향을 제시해보고자 하였다. 생태시스템 이론을 적용하기 위하여 기존 CPTED 연구에 포함되어 있던 요인들을 정렬하고, 그간 포함되지 않았던 요인들(예를 들어, 상호작용 및 소통 등)에 대한 변수들을 추가하였다. CPTED에 대한 생태시스템 모형을 검증하기 위해 CPTED 인증을 받은 공동주택지역과 인근에 위치한 미인증 공동주택지역을 선정하였고, 총 199명으로부터 설문 데이터를 수집하였다. 분석 결과 CPTED를 통하여 주거지역을 오히려 요새화함으로써 CPTED 인증지역은 주변의 지역과 상호관계를 형성하지 못해 생태시스템이 적절하게 작동하지 않는 것으로 나타났으며, 또한 피상적 네트워크를 형성함으로써 사회적 자본 및 집합효율성의 증대에 긍정적인 역할을 하지 못하는 것으로 나타났다. 도시 생태계에서 독립된 사적 공간이 요새화됨으로 인해 생태 환경이 제 기능을 수행하지 못하게 될 가능성이 있으므로 향후 CPTED의 정책적 방향에 대한 수정·보완이 필요하다고 판단된다. 그 결과를 바탕으로 정책적 함의에 대해 논의하였다.
Abstract
Recent growth in people’s attention and social expectation in CPTED(Crime Prevention Through Environmental Design) and following academic achievements are quite evident in the Korean society. However, some criticize the current trend of CPTED in Korea for over-emphasizing mere physical improvements of residential environment. Thus, this pilot study, based on Bronfenbrenner's ecological systems theory, aims to empirically examine both positive and negative results of CPTED strategy and provide future policy implications on CPTED. To effectively apply the ecological systems theory, this study rearranged pre-examined variables, including meso-system variables, and established a framework to identify what the primary issues are in terms of CPTED accreditation. To test the model, data were collected from 199 residents in both CPTED-certified apartment complex and non-certified complex. Results showed that: (1) so-called ‘fortification’ of private residental area was evident, (2) such phenomenon harms the health of social networks and social capital, resulting in a dysfunctional ecological system. To develop a sustainable ecological system, the researchers discussed policy implications for the next generation CPTED strategy, specially designed and custom-built for the country.
