The purpose of this study is to compare two English speaking proficiency tests: IELTS and MATE. Thirty intermediate college students participated in ten-week ‘English Public Speaking Program’ and their speaking performances were video- taped twice: before and after the program. Two native speakers of English evaluated the Korean learners' speaking proficiency by using IELTS and MATE. The null hypothesis for the present study was that there would be no significant differences between the evaluation results of the two English speaking proficiency tests. Statistical results showed that a significant positive correlation was obtained in general. Yet, no significant positive correlations were obtained in the areas of ‘accuracy’ and ‘pronunciation,’ which may suggests that native speakers of English feel difficulty in scaling non-native speakers' pronunciations.
