일본의 청소년자립지원정책에 관한 분석 - 노동복지와 시민권을 중심으로 -

이 연구의 주된 목적은 청소년의 경제적, 사회적 자립을 지원하기 위한 다양한 정책들을 전개함에 있어 필수적으로 요구되는 이념적 지향성을 검토하는데 있다. 이 과정에 있어 노동복지(Workfare), 시민권(Citizenship)의 입장에서 청소년의 자립지원정책을 조명하고자 한다. 또한 구체적인 실천사례에 토대하여 논의를 전개하는 것이 효과적이라는 판단에서 본 논문에서는 일본의 정책사례를 주된 분석의 대상으로 삼고자 한다. 본 논문을 통하여 얻어진 논의점으로는 다음과 같다. 첫째, 대량생산, 대량소비의 시대가 물러난 포스트 포드주의사회에 적합한 라이프스타일, 특히 청소년들에게 적합한 라이프스타일에 대한 검토가 필요하다. 둘째, 청소년 자립지원정책의 이념적 지향성에 관한 논의를 구체적으로 진행해야할 것으로 보인다. 이때 이에 각 국가의 산업구조 및 노동환경을 고려한 노동복지형 정책모델의 개발이 요구된다고 하겠다. 셋째, 청소년들의 고용을 둘러싼 세대간 갈등의 문제를 어떻게 해결할 것인가의 문제에 관한 논의가 요구된다. 이에 공생사회(共生社會)에 관한 논의가 참고가 될 것으로 본다. 넷째, 청소년에 대한 자립지원을 관주도 및 중앙정부주도에서 탈피하여 지방자치단체 및 민간주도로 이양하고자 하는 노력에 대해 주목할 필요가 있겠다. 마지막으로, 청소년의 자립지원의 문제를 사회보장제도의 관점에서 접근할 필요성이 있다고 하겠다. 이에 몇몇 연구자들에 의해 제기되고 있는 '청소년기초연금'이 시사하는 바가 크다고 본다.
Abstract
The main purpose of this study is to investigate the ideological orientation of youth policy for the economical and societal independence of youth. In this work, I would like to focus on the youth support policies in terms of Workfare, Citizenship. For the better consideration, I have analyzed the case of Japan in the article. The following discussion and suggestion were obtained. Firstly, It is necessary to investigate the lifestyle for youth in the post-fordism society saying goodbye a mass production, a mass consumption. Secondly, We should advance the discussion level for an ideological orientation of youth support policy. For this, it is required the development of Workfare model considering the industrial structure and labor environment of each country. Thirdly, We should predict the possibility of confliction between generations, the younger and the elder surrounding the youth employment. and we should explore the solution for that problem too. Finally, It is necessary to approach the youth independence support policy in the view of social security. In relation to this, it is very suggestive that the consideration of introduction of youth basic pension in Japan.
