이란 정부는 2016년 경제제재 완화 이후, 유럽과 경제적 연대의 명분을 축적하고 기업 간 협력을 통하여 실리를 확보하는 전략을 수립하여 왔다. 이란은전통적인 중국과 러시아 관계를 넘어서 유럽의 핵심국가들과 관계 정상화를확대하여 이란의 정치 역량을 확보하고 있다. 이란에 대한 주요 유럽 국가들과전략적 협력이 확대되면서 중동을 둘러싼 국제정치와 경제에도 지형변화가 진행되고 있다. 유럽 각국과 글로벌 기업들은 이란을 유망시장으로 평가하고, 세계경제의 성장 동력으로 기대하고 있다.1) 2016년 1월 16일, 대이란 경제제재 완화 확정이후 독일과 이란간 경제협력및 상호관계가 긴밀해지고 있다. 2015년 7월 14일, 오스트리아 빈에서 P5+1 (유엔안보리상임이사국 + 독일) 및 이란에 의하여 핵개발 관련 협약이 타결되기 전에 독일은 이란진출 준비를 완료하였다. 독일은 유럽국가 중에서 최초로장관을 이란에 파견하여 기계, 자동차, 항공, SW, 농업 분야 등 우선 협력 분야에서 실리적인 경제교류를 수행하고 있으며, 이란 석유화학기업과의 독점협력에 핵심역량 집중하고 있다. 한편, 이란 핵개발 협상과정에서 강경한 입장을취했던 프랑스는 경제제재 완화 확정이후에 공식적으로 정부간 교류를 재개하였다. 프랑스 대통령(프랑수아 올랑드, François Hollande)과 이란 대통령(핫산 로하니, حسن روحانی )은 양국 간 경제협정 서명을 통하여 상호협력의 토대를구축하였다. 이란에 대한 경제제재 해제 합의까지 프랑스는 비공식적으로 이란시장 선점을 위해 합작투자 생산기지 구축과 중동시장 공략을 위한 교두보를 구축해 왔고, 에너지, 항공기 및 자동차 등 시장 잠재력이 큰 3대 산업 분야에 집중하고 있다. 국제적 협력과 연대가 일국의 존립과 번영에 결정적 영향을 미치는 글로벌시대에 이란과 유럽국가의 협력관계에 대한 분석은 중요한 시사점을 갖는다. 특히, 중동지역에서 우리 기업의 경쟁력 강화차원에서 독일과 프랑스의 대이란 진출 전략과 분야에 대한 분석을 통해서 국가전략을 수립할 필요성은 크다. 본 연구에서는 대이란 경제제재 완화조치 시점에 전후하여 이란과 유럽의협력관계의 조건을 평가하기 위하여 분석범위를 유럽에서 이란에 무역과 투자비율이 가장 높은 독일과 프랑스로 한정하고, 장래예측 및 시사점을 도출하고자 한다. 이를 위하여 2장에서는 독일과 프랑스의 대이란 경제협력 강화 요인을 살펴보고, 정부 간 협력기반 조성 및 기업의 진출 과정을 분석한다. 3장에서는 대이란 교역 및 경협 분야를 중심으로 양국의 대이란 진출현황을 살펴본다. 4장에서는 독일과 프랑스의 대이란 협력에 대하여 SWOT 분석을 실시하고전망과 시사점을 도출한다. 5장에서는 경제제재 해제 이후에 집중하여, 이란에대한 독일과 프랑스와의 경제 협력관계 분석 및 전망을 통하여 지역연구의 학술적 접근방향을 제시하고, 정책적 기준을 모색하고자 한다.
Abstract
The objectives of research are to analyze on the economic cooperation procedure between Iran and European countries after 2016, focusing on the comparison of Germany and France, and also to study Iran's policy to assess potential developments relating with European countries. Iran government expected both two major countries in Europe to take advantage of the positive atmosphere following the lifting of economic sanctions. Iran’s oil production and exports rebounded quickly to pre-sanction levels after January 2016 with considerable political efforts. Iran, looking for investment within a massive economic cooperation, is under strategic progress in the next five years when a doubling export is possible. The European-Iranian relation is based on organizing Business diplomacy relation that aims to enhance trade and investment. However, the condition is venerable due to the international sanctions still in ready by the flexible stage with the Trump government. Actually an international political hegemony within Middle Eastern region is implemented in order to secure the geo-economic balance of oil production as well as religious conflicts.
