The China's regional development policy has been experienced 3 big changes. At first, since the new P. R. China had started， Chinese communist government has been taking serious view on the defence and balanced development of territory. Second, after reform and open policy, the focus of the China's regional development policy has been on the making and propulsion of growth pole policy. The third stage has been started with the beginning of the 21 century. In order to pursue to make the harmonious development among East, Middle and West china's new balancing development strategy. This paper aims to measure the efficiency of regional development in China local government by using DEA. DEA is evaluated to be a relevant analysis tool to measure the efficiency in public service. This paper uses CCR model in DEA. According to analysis result, At 1990 year the efficiency score is 0.33 average in economic sector and 0.40 in social sector. And at 2004 year the efficiency score is 0.45 average in economic sector and 0.50 in social sector. In detail, Beijing and Shanghai are evaluated as effective DMU at both year.
