외원단체 연합회의 설립과정과 특성- 한국기독교세계봉사회와 외국민간원조단체연합회를 중심으로 -

초록

현대 한국사회가 사회복지체계를 본격적으로 경험한 시기는 6·25전쟁 이후부터였다. 외원단체들의 구호활동으로 한국사회는 사회복지체계를 경험할 수 있었다. 일제강점기나 해방 직후에도 교육, 의료, 돌봄 등에서 일부 경험했지만, 본격적인 경험은 6·25전쟁 이후부터다. 대표적인 외원단체연합회는 1951년 설립된 KCWS와 1952년 설립된 KAVA다. KCWS와 KAVA설립과정에서 다음과 같은 몇 가지 특성을 보였다. 첫째로 6·25전쟁을 계기로 외원단체들의 활동지역이 한국을 중심으로 아시아권에 몰렸다. 둘째로 외원단체들의 활동은 미국정부의 정책과 맞물려 있었다. 셋째로 CWS의 영향으로 KCWS와 KAVA이 태동했다. 넷째로 6·25전쟁 중에도 한국에 남았던 재한선교사들의 상황판단과 제언이 중요했다. 다섯째로 KCWS가 KNCC와 연합으로 설립된 기독교 단체라면 KAVA는 종교를 초월한 연합체다. 여섯째로 KAVA에서 주된 역할은 KCWS가 맡았다. 이런 특성들을 기초로 한 KCWS와 KAVA의 활동은 한국사회가 현대 사회복지체계를 본격적으로 경험하는데 중요한 자산이 되었다.

Abstract

The purpose of this paper is to study the processes and characteristics of establishing KCWS and KAVA. The period when modern Korean society experienced the social welfare system was after the Korean War. Korean society had previously experienced some through education and medical care etc. However, these various experiences could be said to has started after the Korean War. The representative associations of voluntary agencies were KCWS (1951) and KAVA (1952). While studying the process of establishing KCWS and KAVA, I was able to obtain some characteristics. First, after the Korean War, the activities of foreign voluntary agencies were concentrated in Asia, centering on Korea. Second, their activities were intertwined with the policies of the US government. Third, KCWS and KAVA were born under the influence of CWS. Fourth, it was important to judge the situation and make suggestions of the missionaries who remained in Korea during the Korean War. Fifth, if KCWS was a Christian organization established in association with the KNCC, KAVA was an association that transcended religion. Sixth, the main roles in KAVA were played by KCWS. The relief activities of KAVA became an important asset for Korean society to set up the modern social welfare system in various ways.
