The aptitude test system on domestic railway was introduced from Japan in 1971, it has been retained as a safety system for railways. The rolling stock driver's licence system was introduced in July 2006 by the Railway Safety Act. The aptitude test system was carried out by its own criteria of each railway companies. But now it is comprised in the Act with the driver's licence system. Therefore, the people who wish to be a rolling stock driver must graduate the training from the professional education and training institutions through the aptitude test, and obtain a driver's license through the examination. This study wishes to ensure that the new driver's license system can contributes to the railway safety. So it try to analyze and compare the new driver's license and the exiting aptitude test system by empirical methods. Research is focusing on the urban railway drivers, and to verify the effectiveness of the driver's license system through analysis whether the two systems show the same direction.
