예방정책으로서 운동실천 인센티브제: 독일 사례의 시사점

[서론] 이 연구는 국민의 운동실천을 촉진하기 위해 최근 독일에서 시행되고 있는 인센티브제가 주는 시사점을 근거로 우리의 사회적, 체육정책적 현실을 고려하여 실현 가능한 운동실천 인센티브제의 기본 틀을 제시하는 데 목적이 있다. [방법] 본 연구의 주제와 관련된 국내외 선행연구와 보고서 및 인터넷 자료를 활용한 문헌연구를 수행하였다. [결과] 문헌조사를 토대로 한 연구의 결과는 다음과 같다. 첫째, 우리의 체육과 보건 분야의 정책은 중복되고 있는 경우가 적지 않아 사업의 효율성을 떨어뜨리는 결과를 초래한다. 따라서 두 분야의 협력을 통해 사회의료비용을 절감할 수 있는 운동실천 인센티브제를 개발, 적용할 수 있는 방안이 마련될 필요가 있다. 둘째, 이를 위한 가능한 방안이 현재 체육 분야에서 실시하고 있는 국민체력인증제 및 추후 실시 예정인 스포츠활동인증제를 보건 분야의 ‘제3차 국민건강증진종합계획’와 연동시키는 것이다. 셋째, 높은 질적 수준을 가진 운동프로그램을 확보하기 위해 프로그램 품질인증제가 도입될 필요가 있다. 정책적으로 확산 계획을 가지고 있는 종합형스포츠클럽을 중심으로 인센티브제의 목적에 상응하는 프로그램을 개발하고 이를 인증하는 것이 한 방안이 될 수 있다. 또한 영리목적의 체련장에서 제공되고 있는 운동프로그램도 인증제의 평가 대상이 될 수 있으며, 국민체력인증제의 기준을 달성했을 경우에도 이를 인증하여 인센티브를 제공할 수 있다. [결론] 최근 들어 정체된 모습을 보이고 있는 운동실천율은 현재 주어진 체육환경의 조건 하에서는 포화점에 이른 것이 아닌가 하는 생각을 갖게 한다. 따라서 운동실천율을 한 단계 높이기 위해서는 새로운 관점에서의 정책적 방안이 요구된다. 그러한 방안 중의 하나가 독일의 사례와 같은 운동실천 인센티브제이다. 체육과 보건 분야의 협력은 상승효과를 가져올 수 있을 것으로 사료된다.
Abstract
[INTRODUCTION] The purpose of this study was, based on the german incentive system for the promotion of sport activity, to suggest a framework of an incentive system as prevention policy. For this purpose, it is important to consider our social and sport-political conditions. [METHOD] Methodologically, results from the previous studies and various recent policy reports and literatures were analyzed for this study. Furthermore, materials from internet were used. [RESULT] The results of this literature review were as follows: First, sport policies overlap in some part with policies in health service area. This policy redundancy results in decrease of projects efficiency. It is possible to be built an incentive system as a prevention policy for the promotion of sport activity through the cooperation of two areas. This system can be effective on the reduction of medical costs. Second, for this purpose, it is necessary to link 'National Fitness Award', 'Sport Activity Award', and 'The National Health Plan 2020'. Third, in order to secure the exercise programs with high quality, we need to introduce the program certification. It can be applied to the exercise programs in the multi-sportclubs and profit-oriented fitness centers. Additionally, achievement of a goal that is set up by 'National Fitness Award' can be awarded. [CONCLUSION] To overcome the stagnation of sport participation rate, it is necessary to develop a new solution. One of the solutions is an incentive system for sport activity. In order to increase the effect of a system, we need a cooperation of two areas such as sport and health service.
