본연구는 불안정한 국제 정세와 미중 패권 경쟁 속에서 한국 국방공급망의 안정성 확보 방안을 모색하고자 하였다. 연구 결과에 의하면 현재 공급망 관련된 문제는 첫째, 현재 공급망 관련하여 문제는 글로벌 공급망 불안정한 것인데 이는 지정학적 긴장, 경제 변동, 기술 혼란, 사이버 공격 등 복합적 요인으로 발생하였다. 둘째, 미중 패권 경쟁 심화로 공급망 불확실성 증대, 첨단 기술 경쟁 심화, 전략적 선택 압박이 가중되고 있으며, 셋째, 한국 국방공급망 취약성으로 핵심 소재/부품 해외 의존도, 기술적 한계, 정책 지원 부족을 들 수 있다. 이에 따라 한국 국방공급망의 안정성을 확보하기 위한 주요 전략으로 첫째, 핵심 소재 자립화를 위하여 국방 소재 특화 센터 설립, 민군 겸용 R&D 투자 확대 및 시험 평가 및 인증 체계 개선을 들 수 있고 둘째, 국제 협력 강화로 한미 방산 협력 확대, NATO 협력, 글로벌 공급망 다변화 및 PIPIR 등 다자간 협력체계 구축을 공고히 하여야 한다. 셋째, 첨단 기술 활용으로 AI, 로봇 기술 접목, 민군 융복합 기술 개발, 초격차 기술 경쟁력 확보가 있다. 넷째, 인력 양성 및 제도 개선으로 전문 인력 양성, 산학연 협력 강화, 규제 완화 및 산업기술펀드 활용 등이 있다. 다섯째, 조기 경보 시스템 구축으로 공급망 조사 정례화 등이 있다. 이와 같은 전략을 통해 국방공급망 자립성 및 안정성 강화, 미중 패권 경쟁 속 국가 안보 및 경제 지속 가능성 확보, 방위산업 발전 및 글로벌 경쟁력 강화가 가능할 것이다.
Abstract
This study aims to explore measures to secure the stability of South Korea’s defense supply chain amid an unstable international environment and intensified US-China hegemonic competition. According to the research findings, the current issues related to the supply chain are as follows. First, the global supply chain is unstable due to a combination of complex factors such as geopolitical tensions, economic fluctuations, technological disruptions, and cyberattacks. Second, the intensification of US-China hegemonic rivalry has increased supply chain uncertainties, intensified competition in advanced technologies, and heightened pressures for strategic decision-making. Third, vulnerabilities in South Korea’s defense supply chain are evident in the heavy dependence on overseas sources for key materials and components, technological limitations, and insufficient policy support. To secure the stability of South Korea’s defense supply chain, the main strategies are as follows. First, to achieve self-reliance in key materials, it is necessary to establish specialized defense materials centers, expand dual-use R&D investments, and improve testing, evaluation, and certification systems. Second, international cooperation should be strengthened by expanding Korea-US defense industry cooperation, enhancing collaboration with NATO, diversifying the global supply chain, and solidifying multilateral cooperative frameworks such as PIPIR. Third, advanced technologies should be utilized by integrating AI and robotics, developing civilian-military convergent technologies, and securing a technological edge in competitive fields. Fourth, workforce development and institutional reforms are essential through cultivating specialized personnel, strengthening academia-industry-government cooperation, easing regulations, and utilizing industrial technology funds. Fifth, an early warning system should be established through regular supply chain monitoring. Through these strategies, it will be possible to enhance the self-reliance and stability of the defense supply chain, secure national security and economic sustainability amid US-China hegemonic competition, and promote the development of the defense industry and strengthen global competitiveness.
