Abstract

This study aims for the analysis of the formation of barrial organizations and the Committees of Urban Land from 1980 until now. The Venezuelan poor people moved from the countries to the cities since 1930s and 1940s, and began to live unlawfully in empty lands, regardless of public or private possession. They have had the homogeneous social-cultural identity which was characterized as social or collective. Meanwhile, in the 1980s, the social-economic crises came to Venezuela but the people who lived in ‘barrio’ became to protest and request for the habitat or the right to live demanding the ‘collective possessive right of the lands’ to the government. Through these struggle, they could appear as a new social subject of collective people. This collective power made the Chavez government to accept the legal formation of Committees of Urban Land in 2002. It owes to the unique and homogeneous collective way of life attached to the living lands, namely ‘territoriality’. These cultural identities can be explained as ‘baroque ethos’ centered at daily beliefs and world visions of Latin American people. Also the achievements of the Committees of Urban Land reaches to the democratization of the cities in Venezuela.
