이 연구는 우리나라 3차원 도시 모델의 주요 이슈를 고찰하고, 이를 해결하기 위한 정책적 개선 방안을 제시하는데 목적이 있다. 이를 위해 대표적인 국내·외 3차원 도시 모델과 활용 사례를 검토하였고, 이에 대한 주요 이슈사항을 도출하였다. 도출된 이슈를 개선하기 위한 공간정보의 기술과 제도적 측면에서의 정책 개선 방안을 제시하였다. 기술적 측면에서는 CityGML 표준의 적극적인 도입, 3차원 도시 모델의 효율적인 관리를 위한 데이터베이스구축 및 국제 표준 활동 지원이 요구된다는 점을 제안하였다. 제도적 측면에서는 3차원 도시 모델 작업 규정과 지식재산권법 개정, 그리고 3차원 도시 모델 활성화를 위한 보안 규제 완화 등의 필요성을 제시하였다. 이 연구에서 제시된 정책 방안은 한국판 뉴딜 정책에 따른 스마트 도시와 디지털 트윈 국토 구축 및 중앙과 지자체 등에서 수행하는 다양한 3차원 공간정보 정책 수립에 초석이 될 것이다.
Abstract
This study aims to analyze major issues and suggest policy improvements for 3-Dimension City Models in Korea. First, it reviewed the international and domestic standards of 3-Dimension City Models which are the framework for the storage and exchange of 3D geospatial data, and compared the domestic and international cases of 3-Dimension City Models and their applications. Then, major issues in association with the Korean 3-Dimension City Models were elicited, and finally, policy improvements focused on institutions and technologies were proposed. The results could be useful to construct the smart city and the digital twins triggered by the Korean New Deal policy and establish the policies involved in 3D geospatial information of the central and local governments.
