Abstract

This paper examines the judicial and administrative books held by the Gudang branch of the Hamyang Park clan in Eunsan, Buyeo, during the Japanese colonial period. The collection, comprising approximately 2,500 titles and 4,200 volumes, includes more than 1,000 modern bound editions, among which 110 titles and 300 volumes pertain directly to law and administration. Unlike many elite families that gathered examination manuals for official advancement, this clan prioritized practical guides for township administration, household registries, land surveys, and local finance. This emphasis reflects the family’s dual role: producing the independence activist, Park Yeong-hui, while simultaneously serving as local leaders responsible for community governance. A distinctive feature of the collection is its preservation of several periodicals previously unknown to academia, including Myeonjeong Yeongu (Research on Township Administration), Myeon Gangseup Hoerok (Proceedings of Township Training Sessions), and Bu Eup Myeon Japji (Magazine for Prefecture and Township Officials). Published mainly in the 1920s and 1930s, these journals reveal how colonial administrative reforms were disseminated to grassroots officials and how private publishing networks competed to shape administrative discourse. They provide rare evidence of the interaction between state institutions and local bureaucrats at the township level. The materials also trace the personal trajectories of individual family members. Park Dong-ik’s involvement in education, Park Yeong-hui’s commitment to armed resistance, and Park Man-hui’s service as a village head and census enumerator all correspond to the types of texts collected and used. In this sense, the library embodies both resistance and collaboration, revealing the complex and ambivalent position of local elites under colonial rule. In conclusion, the Gudang branch collection is more than a family archive. It represents a valuable historical resource that documents how modern legal and administrative systems were received and implemented in regional Korea. By linking national reforms to local realities, it offers important insight into colonial governance, legal modernization, and the everyday roles of local elites in modern Korean history.
