Abstract
This study analyzes the types of housing instability among youth in Seoul and explores potential improvements to housing policies. Based on the theory of housing adjustment, this study classifies housing instability into three types: physical, economic, and double housing poverty. The analysis reveals that most youth reside in rental housing with low ownership rates, although their aspirations remain high. It means that the structural mismatch between youth's desire for homeownership and their actual housing tenure. So, the analysis identifies ‘housing type’ and ‘tenure form’ as key factors affecting youth's housing poverty. The prevalence of substandard housing conditions, along with the high rental burden associated with monthly lease systems, intensifies housing instability. Furthermore, following the result of the differences in demand for housing support programs among different housing poverty groups, varying levels of demand for financial and in-kind support policies across groups. Interview results reveal a notable lack of awareness among youth regarding available housing support programs. Many respondents expressed a strong demand for counseling services and more accessible information. Based on these findings, the study emphasizes the importance of designing youth-oriented housing policies that prioritize information and educational programs. In addition, policies should focus on expanding both the quantity and quality of rental housing for youth, while implementing diverse and effective cash-based support schemes to reduce economic burdens and promote housing capital accumulation.
