Abstract
This article studies the present situation of vocational training program driven by big company for small and medium companies. The name of this program is "the vocational training consortium for small and medium companies" supported by the Ministry of Labor since 2001. As the small and medium companies are the suppliers for the big company, they have to send their employees for the training, despite their chronic scarcity of their personnel. This article compares two cases of vocational training driven by big company for small and medium companies. These are the cases of Hyundai motor company and Hyundai heavy industry. Even though they have co-located in Ulsan region, they have managed these programs differently in their contents and performance. This article tries to explain the difference of these two cases in terms of industrial and firm specific characteristics. In conclusion, this article emphasizes the importance of strategic choice for the big company to manage the vocational program successfully and suggests several policy options.
