울산지역의 조선업 구조조정이 음식숙박․서비스업 영세업체의 고용과 매출에 미친 영향

본 연구는 2016년부터 진행된 현대중공업의 대규모 인원감축이 울산지역 음식숙박업 및 서비스업 영세업체의 고용과 매출에 미친 영향을 추정하기 위해, 해당 산업 내의 개인사업체 및 소상공인 총취업자 수, 임금 및 비임금근로자 수, 매출액 변화를 분석하였다. 통제집단합성법을 적용한 분석결과에서 대체로 매출 및 고용감소가 발견되었으나, 위약효과 검정을 통해 계산된 경험적 p-값을 기준으로 유의성을 판단할 때, 음식숙박업의 경우 개인사업체의 매출액에서, 서비스업의 경우 소상공인의 총취업자 수에서 통계적으로 유의한 감소가 나타났다. 본 연구의 결과는 산업 수준의 고용위기에 대응하는 지역기반 정책은 지역상권의 소비 증진과 영세업체에 종사하는 임금근로자의 고용 유지에 초점을 맞출 필요가 있음을 시사한다.
Abstract
With the application of the synthetic control method, this study estimates the impact of Hyundai Heavy Industries' large-scale workforce reduction in Ulsan on the employment and sales of small businesses, with focus on the food, lodging and service industries. Overall, were observed the declines in sales and employment of the food, lodging and service industries, and the decrease in waged workers was significantly greater than that of non-wage workers. Based on the empirical p-value calculated through the test of placebo effect, it appeared that, in food and lodging industry, decrease in the sales of self-employed businesses and, in the service industry, the total number of employees of small business owners have been statistically significant.
