초록

이 글은 A. Giddens의 구조화 이론을 이해하고 그것이 지니는 제도 및 행정에 대한 함의를 찾는 것을 목적으로 한다. 이러한 목적을 가지고 수행한 이 논문의 주요 결과는 다음과 같다. 첫째, A. Giddens의 구조화 이론에서는 동인과 구조간의 이중성, 즉 이들간의 상호전제와 중복성을 전제하고 있다. 구조는 인간들의 기억 흔적과 실천적 의식 속에 존재하고 관행적 실천을 통해 현시화된다. 둘째, 구조는 규칙과 자원으로서 이들 중 규칙은 의미화와 규범으로 세분되고, 또한 자원은 권위적 및 할당적 자원으로 구별된다. 이들 중 의미화와 규범은 구조의 세 가지 이중성 차원들 중 의미화와 정당화 차원을 나타내고, 두 자원은 구조의 세 가지 이중성 차원들 중 지배 차원을 나타낸다. 셋째, 구조가 시-공간적으로 널리 확장될 때 제도가 확립되는데, 각 제도는 의미화, 권위적 지배, 할당적 지배, 정당화 각각에 따라 상징적, 정치적, 경제적, 사법적 제도로 분류된다. 끝으로, 구조화 이론의 함의를 살펴보면, 구조의 이중성은 인간들의 제도 실천이 일상적으로 이루어지는 의미에서 관례화를 의미하는데, 행정의 경우 관련 행위자들의 관례화를 통하여 행정 제도가 역동적으로 유지되고 있음을 알 수 있다.

Abstract

This paper attempts to understand A. Giddens’ structuration theory, and to find out it’s implications for public administration. The followings are main findings of this paper. Firstly, A. Giddens supposes duality of structure–and–agency and mutual premise between them. Structures exist in memory traces and practical consciousness, and they are instantiated through practical routine. Secondly, structure means rule and resource, and rule has two features, signification and norm, and resource has also two features, authoritative and allocative. Signification represents meaning dimension of duality of structure, and norm represents justification dimension of duality of structure. The two resources represent domination dimension of duality of structure. Thirdly, we call the time-spaciously extended structure as institution, there four kinds institutions(symbolic, political, economic, and judical), each institution is derived from signification, authoritative domination, allocative domination, and justification. Finally, structuration theory has implications for dynamic maintaining of public administration institutions. Routinization of public administration means instatiation and implementation of institutions.
