Abstract

The Neulbom School is a comprehensive educational program that integrates quality education with care services. However, Gyeongsangbuk-do faces inherent geographical, social, and industrial challenges that hinder the effective implemen- tation of the Neulbom School, despite its rich historical and cultural heritage. This study aims to explore a cooperative and participatory system for the Neulbom School to address these regional limitations in Gyeongsangbuk-do. To this end, the study analyzes the case of the “Gyeongbuk RISE U–Neulbom School.” The key findings are as follows: First, given Gyeongsangbuk-do’s strong sense of community rooted in its profound historical and cultural background, the Gyeongbuk Neulbom School should be developed as a community-based cooper- ative system. Second, considering the significant disparities among regions within the province, it is advisable to establish and operate a cooperation system focused on implementation and tailored to specific regional contexts. Third, the coopera- tive structure of the Gyeongbuk Neulbom School should comprise three distinct levels: the Gyeongbuk Neulbom Policy Implementation Council, Regional Neul- bom Implementation Councils, and Regional University Cooperation Councils for Neulbom. Fourth, local universities play a central role in the Neulbom School cooperation system. Strengthening their capacity to serve as regional hubs and ensuring a sustainable foundation for practical implementation are therefore es- sential. Ultimately, the realization of national responsibility for education and care depends on effective regional collaboration. Addressing the limitations faced by Gyeongsangbuk-do requires robust cooperative efforts. Thus, the Gyeongbuk Neulbom School must prioritize building a collaborative and participatory system through concrete dialogue and action.
