Abstract

This study diagnoses the institutional limitations of the amended Restriction of Special Taxation Act (commonly referred to as the “K-Chips Act”) and explores policy and legislative alternatives to enhance Korea’s tax support system for strengthening technological sovereignty in the era of global techno-hegemony. Based on a comparative analysis of major countries’ tax incentive systems and an in-depth review of Korea’s current institutional framework, the study identifies four critical policy issues and corresponding strategic directions. First, the short-term orientation of the current sunset-based system undermines firms’ capacity for long-term investment planning, indicating the need for institutional stabilization through a transition to a permanent or extended support scheme. Second, the uniform support framework fails to reflect the heterogeneity of strategic technologies and the complexity of industrial ecosystems, underscoring the importance of tailoring incentives to technological maturity and sectoral linkages. Third, despite nominal increases in tax benefits, the effectiveness of investment inducement remains constrained by structural elements such as the minimum tax rule, necessitating a redesign that balances policy efficiency with fiscal sustainability. Fourth, insufficient integration with complementary support instruments has led to policy blind spots, calling for a more differentiated approach that aligns tax incentives with firm characteristics and collaboration types to enhance policy coherence and coverage. Through this analysis, the study provides academic and policy-oriented proposals for the structural reform of Korea’s tax support system, aiming to strengthen national technological sovereignty and lay the foundation for the sustainable development of strategic industrial ecosystems.
