Abstract
This paper is to analyze the evolution of service-offshoring providers in India. Services offshoring have been expanded rapidly and concentrated on the developing countries including India. The major factors of encouraging the expansion of services offshoring are the development of IT technology, the legitimation of offshoring by way of various international certifications such as ISO 9001, and the experiences of MNCs and Indian firms’ successes in offshoring. In India, services offshoring providers are divided into two categories of the MNCs-related and the Indian-related. The former includes MNC subsidiaries, startup subsidiaries, MNC outsourcers, and MNC specialists, the latter does Indian independents, Indian IT subsidiaries, and Indian specialists. MNC subsidiaries have evolved into R&D operation centers, global outsourcesrs, and functional global management centers. The MNC outsourcers have expanded rapidly during 2000s and their developing country service provision centers. In developed economies, there are a wide variety of processes that can be offshored and they have been offshored by the MNC specialists. As Indian specialists developed a customer base, they have been able to secure assignments requiring higher skills, thereby transforming their business proposition from offering simple labor cost arbitrage to providing significant value addition. Indian independents have exploited narrow niches servicing large MNCs and grown to employ in excess of 10,000 workers in many cases. The implications of the offshoring of service work are significant for both developed and developing countries. Services offshoring has the potential to reorganize the global economy more profoundly than did the movement of manufacturing from developed to developing countries. For the developed countries already suffering from the continuing loss of manufacturing jobs, the emergence of developing countries as an option for firms trying to reduce the costs of producing services creates significant policy dilemmas. For the developing countries, important policy implication is that countries trying to take opportunities to participate in the globalization of services should educate their people. Even though forerunners like India may address the entire spectrum of services, smaller late comers can develop particular niches.
