Abstract

The aim of the present work is to review the thought of human rights in the early phase of Indian Buddhism. As we know, the settlement of human rights is a serious matter which has an influence on the destiny and future of human beings in human society. It is an urgent thing that Buddhism also should seek to find an answer for this issue. For the purpose of discussion between Buddhism and human rights, I examined first the western concept of right and duty through referring Norm-method which brings to oneself in Buddhism, and the two are validated by the mutual communication. For the passable discussion of human rights in Buddhist concept, I investigated the core of human rights in modern times. in this point, the foundational concept of human rights is based on the question of human dignity. Buddhism emphasizes not only the dignity of human but the dignity of all sentient life also. It is consequently common ground between Buddhism and modern ideas for mutual understanding. For the explanation of the dignity in Buddhism, there are many examples which are found in Buddhist texts. Among them, the first excellent phrase is ‘the Propagating Proclamation to the world’, when the Buddha dispatching his disciples to various places and, the second is ‘Birth Proclamation for salvation of all sentient being’, the moment the Bodhisattva has come to this world. However, the concluding point of this paper is to stress that the karma theory which is grounded on dependent origination is an essential base of the Buddhist thought of human rights. That is why the philosophical foundation of human rights in Buddhism is said to be the karma theory and dependent origination. According to the karma theory and dependent origination, human value is not assumed by God or any kind of external principles. Similarly stressing that human value is not fixed by one´s former[previous] karma, physical qualification, race, nationality, rich and poor, high and low, all ranks and classes. Moreover, it is not accepted of accidentalism also. In conclusion, Buddhist thought of human rights is to be underlined on the karma theory and dependent origination. That is why Buddhist thought of human rights bears itself a dynamic and flexibility on a higher plane. In other words, human rights concerned human value is not absolute or not fixed category, but it always opens cause and condition occasion in Buddhist scope.
