초록

A trade dispute between Bangladesh and India over lead-acid batteries drew significant attention as the first instance of an Least Developed Country (LDC) acting as a complainant in the Dispute Settlement System (DSS) of World Trade Organization (WTO). Since Bangladesh’s participation in 2001, this case has remained unique, prompting existing literature to explore both the hindering and enabling factors behind this unprecedented engagement. This paper reviews Bangladesh’s trade performance in lead-acid batteries in the years following its participation, with a focus on the industry’s role as a technology-intensive sector in shaping the dispute. The review concludes that Bangladesh’s participation was worthwhile, as trade figures reveal the successful protection of an industry with substantial growth potential. By highlighting the case’s long-term trade and industry outcomes, this study argues that strategic engagement with the WTO DSS can serve as a valuable mechanism for LDCs to safeguard promising industries. Moreover, this paper suggests the technology-intensive sector as one of the additional enabling factor to multilateral engagement signify important implications for other LDCs faced with trade disputes involving similar sectors. Bangladesh’s experience reinforces the broader inclusivity of the WTO DSS, encouraging LDCs to view the system not only as a forum for resolving disputes but as a strategic tool for sustained industrial growth.
