Abstract
China has decreased the rate of the assistance of public finance in terms of agriculture and has increased the amount of money supply by fostering rural financial institutions. In recent years, the function of the loan of commercials has been weakened to a large extent, and post offices perform only the function of a deposit. In the meanwhile, rural credit unions have mainly functioned as rural money-suppliers. But rural credit unions were confronted with many difficult problems, including ailing loans and local government intervention etc. Recently, they try to carry out the programming of reform, for example, M&A, marketization of interest rate, reform of property right and of regulatory system.
