중국의 주변지역 외교 전략 및 목표

Abstract

China's Regional Diplomacy : Its Strategy and Goal Lee, Dong-ryul In China's foreign affairs, neighbouring countries is definitely a focal point. Especially Asia has always occupied a very important position in China's foreign economic activities. In 2004, China's trade with the rest of Asia stood at US$665.03 billion, accounting for 57.6% of the country's total foreign trade.China's new regional policy rests on the following three strategy: 1) economic diplomacy and expansion of regional economic ties; 2) establishment of strategic partnerships; 3) participation in regional multilateralism.China's leaders understand that they need a peaceful and stable international environment to pursue their goal of economic development. And China try to prove itself to be a good neighbor, good friend and good partner of the surrounding countries. China have established a partnership with most of her neighbouring countries. And China is an active participant in and staunch supporter for the regional cooperation in Asia. It plays a positive role in such Asia-based mechanisms as ASEAN+China, ASEAN+China, Japan and ROK, Shanghai Cooperation Organization, ASEAN Regional Forum, and Asian Cooperation Dialogue.China's regional policy will maintain a soft regionalism to pacify the perceptions of the United States and other neighboring countries regarding the "China threat" and help to achieve the strategic goal of a "peaceful rise." After all, China will want to extend its influence as a regional power. This raises question about China's relations with the region after China has achieved great power status. Although this question remains somewhat contested, China's interest in its strategic and energy security, and its need to protect its 'responsible power' image will limit any desire to act assertively as a hegemony.
