Abstract
The Integration and Administrative Bulwark of the Cities in the Yangze River Delta Kim, Hye-jin The China, as a result of promoting decentralization policy over marketization reform, enjoyed a rapid economic growth led by local government, but in the strengthened localism and division of national market, it has had still the sustained state intervention in local level. Competition among locals and local protectionism has been hardened and strengthened in the one hand, and direct and strong state intervention has been continued on the other hand.Yangze Delta is an important "growth pole" in Chinese economy. In the course of boosting the integration of the 15 cities in the Yangze River delta, the factors of administrative district, power and obligation of economy have resulted in a bottleneck for deepening the economic development in the area. The administrative bulwark increased the circulation cost of the economic element and reduced the economic vigor in this area.To break the administrative bulwark in the process of integration in the Yangze River delta, Chinese government should weaken the concept of administrative district, set up the common market regulations, get over the differences of the regional policies and systems and explore the common regional and cultural wealth in this area. Only be system innovation to realize economic integration can this problem be solved. The detailed thinking and imagination to realize economic integration in the Yangze delta are proposed from both macro management system innovation and micro system innovation.
