Inducement Policy of Native Studying-abroad Talent of the Chinese Government

The present research has first examined that the concept on “people” is being changed from “labor power” to “talent” according to economic growthㆍdevelopment of China. As the importance of talent acquisition increases, the Chinese Government is paying attention to native students studying-abroad in advanced countries as s source of more rapid talent supply. But the inducement of high-class science & technology talent, who is currently necessary, is in the situation that is not possible. Accordingly, the Chinese Government is bringing several policy measures into play, so because the Chinese Government promotes a homecoming induction policy of native studying-abroad students by dividing it into permanent homecoming and short-term homecoming, the present research has analyzed 2 kinds of policies after dividing it. In addition, as the Chinese Government encourages homecoming studying-abroad students to establish an enterprise rather than employment, the present research has considered the Overseas Students Pioneer Park that can be called as typical establishment promotion policy on homecoming studying-abroad students in more detail.
