Abstract
Bureaucratic economic system is one of the salient features of China’s economy. This article attributes China’s bureaucratic economy to the financial constraints of its local governments and their interference on the managerial decision-making of local enterprises. Overwhelming influence of China’s bureaucracy over economic sphere is not only a result of tax system reforms but also a traditional feature of China’s economy. Financial competition among governments at various echelon is a sustained feature throughout its long history and it is one of the most important origin of bureaucratic economic system.
