With the rapid economic development in the city of China, great changes have taken place in the self-management structures of the urban communities. In this changes, the community residents’ committee(CRC) plays a very important role as a autonomous organizations in urban communities. Taking CRC as the target of study, the configuration of such system, its structure and function, must be change in the progress of transition from ‘planned economy society’ to ‘market economy society’. This article attempts to explore the foundation for autonomous system with its basis of political support and basis of social support. If CRC hard to gain basis of social support from many residents of community, it should lose legitimacy to govern community. It means that there is little scope left it for further development.
