중국 농가의 겸업화가 농지 규모화 경영 의향에 미치는 영향 분석

본 연구는 중국 농가의 겸업화가 농지의 규모화 경영(토지 경영권 이전과 토지위탁관리)의 의향에 미치는 영향을 설문조사를 통해 이변량 프로빗 모형으로 분석하였다. 분석 결과, 농가의 농업 수입 비중이 작을수록 즉 겸업화 수준이 높을수록 농지 규모화 경영의 의향이 높아지는 것으로 나타났다. 생산자 특성 측면에서 성별, 교육 수준과 농업외 경험 유무는 농지 규모화 경영 의향과 무관한 것으로 나타났다. 영농 근로자의 비중은 토지 경영권 이전 의향에 음(-)의 영향을 미치며, 연령은 토지위탁관리 의향에 음(-)의 영향을 미치는 것으로 나타났다. 생산조건 측면에서 경작지 면적, 식재 연수, 농지 집중 여부, 농약ᐧ비료 투입비중은 규모화 경영 의향에 영향을 미치지 않는 것으로 나타났다. 토지 경영권의 등기 유무와 영농 종류가 토지 경영권 이전 의향에 통계적으로 유의한 영향을 미치며, 농기계 유무와 영농 종류가 토지위탁관리 의향에 영향을 미치는 것으로 나타났다. 외부 환경 측면에서는 농지와 거주지 간의 거리, 관개배수 통합시스템 유무는 규모화 경영 의향에 영향을 미치지 않는 것으로 나타났고, 농지의 지리적 특징이 토지 경영권 이전 의향에 유의한 영향을 미치며, 농지의 지리적 특징, 교통 여건과 정부 지원금 유무가 토지위탁관리 의향에 영향을 미치는 것으로 나타났다.
Abstract
This study, based on a questionnaire survey, using bivariate probit model, analyzed the impact of Chinese farmers part-time work on their willingness of scale management of farmland (use right transfer and/or trusteeship of farmland). The analysis results show that the smaller the proportion of farm households' agricultural income, that is, the more the proportion of part-time work, the larger the farmers' willingness of scale management of farmland. In terms of producer characteristics, the factors like gender, education level and non-agricultural experience show insignificant correlation with the willingness. But the proportion of agricultural workers within farm households shows a negative effect on the willingness of land use right transfer, and the age factor shows a negative effect on the willingness of land trusteeship. Regarding production conditions, the scale of cultivated area, the number of years of planting, the concentration of farmland, and the proportion of pesticide and fertilizer input are not found significantly related to the willingness. However, the presence or absence of land use right registration and the type of agricultural production show significant effects on the willingness of land use right transfer, while the presence or absence of agricultural machinery and the type of agricultural production show significant effects on the willingness of land trusteeship. Regarding external environment, the willingness of scale management of farmland is not significantly affected by the distance between farmland and residential area and the presence or absence of an integrated system of irrigation and drainage. But the geographical characteristics of farmland are found to affect the willingness of land use right transfer, while the geographical characteristics, transportation conditions and the presence or absence of government subsidies are found to affect the willingness of land trusteeship.
