한국에서 여성평화운동이 본격적으로 시작된 것은 1990년대 후반부터이다. 6.15 정상회담이후 변화된 한반도 정세, 그간의 통일운동에 대한 비판적 성찰 그리고 국제평화운동의 자극 속에서 여성평화운동은 출범하게 되었다.여성평화운동은 반전군축운동, 평화문화운동, 평화교육, 국제연대활동을 중심으로 진행되었는데, 특히 주목할 부분은 평화문화와 평화교육운동이다. 평화문화운동을 통해서는 평화운동을 정치적인 영역에서만이 아니라, 분단사회의 군사주의를 일상생활 속에서 극복하는 운동을 모색하였다. 또한 ‘갈등해소와 관용교육’이나 평화심성교육을 통해서, 평화를 실현하고자 한다. 한반도에서 여성평화운동은 ‘통일을 통한 평화’로 보다는 ‘평화를 통한 통일로’ 나아가고자 하고, 여성주의와 평화주의의 결합을 통해서 평화주의 실현 자체가 바로 양성평등을 실현하는 과정이 되고자 한다. 또한 여성평화운동은 국가주의와 자본주의를 넘어서는 대안적인 세계체제를 모색하고자 하고, 이를 위해서는 자국중심주의를 넘어설 것을 요구한다. 여성평화운동은 우리 통일운동 내에 존재하는 부정적인 운동문화를 비판하고, 대안적인 운동문화를 만들고자 한다. 그러나 여성평화운동은 아직 소수 여성의 운동에 머물고 있어서, 여성대중에게 더 다가가야 할 실정이다.
Abstract
The beginning of Korean women's peace movement was in the late 1990s. It was motivated from three factors: the changed political situation after the summit meeting of South and North Korean top leaders, critical reflection on the existing unification movement, and stimulation of international(especially German) peace movement. Major activities of women's peace movement were anti-war disarmament campaigns, cultivation of peace culture, peace education and international solidarity actions. Among these activities the most noticeable works were peace culture & peace education movement. Through peace culture campaigns peace movement tried to build peace not in the political way, but by overcoming the militaristic culture in everyday life. Also through 'conflict-resolution and tolerance education' and cultivation of peace-mentality, women's peace movement tried to make peace with tools of education. Now women's peace movement in Korea aims at realizing unification through peace-building in Korean peninsula, not peace-building through unification. Also it tries to integrate feminism and pacifism, through which peace-building would be realizing gender equality. Also women's peace movement would like to search for alternative world system which goes beyond existing capitalism and patriotic nationalism. At last women's peace movement criticizes the negative culture in South Korean unification movement and tries to build new alternative movement culture. But the Korean women's peace movement stays as a small group and needs to be developed into mass movement.
