탈북자의 미디어 등장과 ‘북한정보’ 흐름의 변화 - ‘통제’에서 ‘경쟁’으로

이 논문은 1990년대 이후 최근에 이르기까지 북한 내부 상황의 변동으로 국내 북한정보 수요가 꾸준히 증가했다는 전제에서 출발했다. 그러나 국내의 주요 신문과 방송이 제공해 왔던 북한정보는 질적인 부분을 논하기에 앞서 양적으로 턱없이 부족했다. 그 이유로 국가 안보의 관점에서 정부가 북한정보를 통제해 온 관행과 언론사들의 독자적 북한정보 취급 능력의 부족을 꼽을 수 있다. 그러나 21세기 지구촌 네트워크 사회의 도래는 한반도 내 정보교류 지형에 변화를 가져 오고 있다. 북한 주민들은 남한의 소식을 이미 다양한 경로로 접하고 있으며 장마당 경제체제로 전환하면서 상품과 정보를 교환하는 장이 등장했다. 아울러 국내 미디어 산업의 빅뱅은 모든 부문에서 경쟁을 가열시켜 연예오락은 물론 시사 보도물도 경쟁으로 치닫고 있다. 특히, 2011년 말 출범한 종합편성채널들은 모기업이 신문사인 관계로 정보 시장에서 경쟁은 치열할 수밖에 없다. 최근에는 종합편성채널들이 북한 내부의 크고 작은 사건에 대한 소식을 탈북자들을 통해 전달하고 있다. 이 논문은 종합편성채널들의 프로그램에 등장한 탈북자들의 발언내용을 근거이론방법(GTM: Grounded Theory Method)으로 분석해 탈북자들이 강조한 유목들을 도출했다. 그 결과, 정보, 판단, 의지, 비교, 경험 등이 핵심 유목으로 등장했으며 이 논문은 그 의미를 세부 유목으로 나누어 논의했다. 탈북자들은 남과 북에 각각 네트워크를 형성하고 있는 독특한 위치를 점하고 있는데 카스텔의 관점에서 보면 ‘스위처(switcher)’에 해당된다. 국내 북한정보 시장에서 이들의 역할은 이러한 스위처의 위치와 관련된다. 과거 동/서독의 경우처럼 신문과 방송 등의 교류가 제도적으로 보장되지 않는 한 탈북자들의 역할은 지속될 가능성이 있다.
Abstract
This paper assumes that South Korean demand for North Korean information has been consistentlyincreased because of changes in the internal affairs of North Korea between the 1990s and recentperiods. However, the nature of North Korean information provided by national newspapers andbroadcasting networks is not sufficient in terms of its quantity and quality. This results from theroutines of the government’s control of North Korean information for national security and theinability of news media to collect the information independently. But the advent of global networksociety in the 21st century has changed the landscape of information exchange in the Koreanpeninsula. North Korean people have already learned about the South Korean news through diversechannels. The shift to the yard-sale market system serves as a space for exchange of products andinformation. In addition, the big bang of the South Korean media industry leads every sector ofmedia to compete against one another, yielding the competition among entertainment programsand news programs. In particular, four general programming channel operators that started theirbusiness at the end of 2011 have created intense competition in the information market because theirparents are newspapers. The channel operators have recently provided news related to North Koreathrough North Korean defectors. Given this backdrop, this paper analyzes what North Koreandefectors say on the programs produced by the channel operators by using grounded theory methodand yields what the defectors highlighted. As a result, concepts such as information, judgment, will,comparison, and experience appear in their comments, and the concepts are discussed in detailedsubcategories. North Korean defectors secure unique positions that form their networks in SouthKorea and North Korea, which is equivalent to the role of ‘a switcher’ suggested by Castells. Thedefectors can perform this role of a switcher in the market of North Korean information, and theirrole will be important as long as the exchange of newspapers and broadcasting networks betweentwo Koreas is not guaranteed in the way similar to that of the East Germany and the West Germany.
